据达州日报消息，位于四川大竹县经开区的30万吨生物基新材料生产项目一期10万吨竹基新材料生产线已于11月下旬进入设备调试阶段，计划2025年1月中旬正式投运。
据悉，该项目由四川兴竹生物基新材料有限责任公司（以下简称"四川兴竹"）建设，计划总投资33亿元，总占地面积800余亩。项目建设分为三期进行：
一期投资7.5亿元，建设10万吨生物基新材料生产线，总占地面积110亩，主要产品为竹原长纤维竹麻纤维、竹绒纤维、竹缠绕管道材料等衍生产品，项目建成后，拥有年产能10万吨以上的生物基新材料生产线，预计年产值10亿元。
二期投资10.5亿元，建设25万吨生物基新材料生产线，其产品在一期的基础上增加纳米级纤维、可降解地膜等衍生产品；
三期投资15亿元，建设30万吨生物基新材料生产线，主要产品覆盖医药用品、汽车内饰、空气滤芯等更加广泛的领域。
项目采用自主研发的超声波绿色分离技术，主要以竹资源为原料生产生物基新材料，将形成从原材料加工到成品制造的全产业链。
目前，除了大竹经开区的主工厂建设外，四川兴竹还在建设位于乌木镇、高穴镇等地的三个”卫星工厂”。
以竹代塑，竹产业的新机遇
“以竹代塑”是指以竹类产品替代塑料制品的过程和活动，主要包括全竹产品、竹基复合材料对塑料制品的全部或部分替代。并且，竹子作为速生、可降解的生物质材料，是塑料的重要替代品。
2023年10月12日，国家发改委、工信部、财政部、国家林草局四部门联合印发《加快“以竹代塑”发展三年行动计划》（下称《行动计划》）。
《行动计划》中提到，要以构建“以竹代塑”产业体系为重点，着力抓好竹林资源培育、竹材精深加工、产品设计制造、市场应用拓展等全链条全要素协调发展，有效提升“以竹代塑”动能、产能、效能，推动“以竹代塑”高质量发展，助力减少塑料污染。
随后，我国浙江、安徽、四川等多个地区积极响应“以竹代塑”倡议，纷纷发布相关行动计划或方案。
大竹县也于2024年10月18日发布了《大竹县加快“以竹代塑”推动竹产业高质量发展三年行动实施方案（2024—2026年）》。目标通过三年时间，将大竹县打造为全国“以竹代塑”应用推广基地，成功创建省级竹产业高质量发展县、省级现代竹产业园区、省级现代竹产业基地。
