南京高淳区：活性炭“码上换”，智慧监管促发展

为进一步优化营商环境，推动企业绿色发展，古柏街道积极引进并推广南京活性炭“码上换”监管平台。该平台通过非现场监管手段，实现了对涉气工业企业活性炭使用的智慧管理。
经过前期的全面摸排，古柏街道已建立了包含17家涉气企业的清单，并引导这些企业登记注册了“码上换”平台。环境执法人员通过平台，可以随时查看各单位的活性炭状态预警及超期信息，确保企业定期、规范更换活性炭。这一举措不仅加强了对活性炭使用企业的动态监管，还减少了一些不必要的现场检查，为企业提供了更加便捷、高效的环保服务。
为确保企业正确使用“码上换”平台，古柏街道组织专人进行现场指导。工作人员在活性炭设施现场附近张贴了“码上换”二维码，并发放了活性炭更换记录册。企业通过扫描二维码进行注册和活性炭信息填报，生成设施信息二维码，实现一设施对应一码。当活性炭临近到期时，系统会提醒企业及时更换，强化了废气治理设施的管理。
企业通过微信扫码即可查看活性炭更换等关键信息，短信提醒功能则可以提前通知企业更换活性炭。这一举措有效解决了企业活性炭更换不及时，用量不明确、监管难度大等问题。
古柏街道引导企业注册使用活性炭“码上换”监管系统，不仅强化了线上监管，实现了活性炭监管的“可视”和“可查”，还降低了抽查频次、有效节省了人力和时间。下一步，古柏街道计划引进第三方“环保管家”，为辖区企业提供工序日常管理、大气污染物达标排放等方面的业务指导，进一步提高企业环境大气污染治理能力，实现企业经济效益和环境效益的“双赢”。
