  近日,石家庄市生态环境局印发《石家庄市2025年挥发性有机物治理工作实施方案》(以下简称《方案》)。该《方案》旨在通过构建从源头减排、过程管控到末端治理的全流程控制体系,进一步减少挥发性有机物(VOCs)排放总量,推动大气环境质量持续改善。

《方案》包含4项18条措施:一强化源头减排:

1.大力推进源头替代;

2.树立低VOCs原辅材料替代标杆;

3.加快内浮顶储罐改造。

二强化企业日常管理:

1.严格活性炭使用管理;

2.严把活性炭质量;

3.加强泄漏检测与修复(LDAR)专项整治;

4.强化重点企业问题整改。

三强化末端治理提升:

1.加快低效治理设施淘汰;

2.强化VOCs在线监测管理;

3.开展VOCs在线设备监督检查;

4.加快重点行业治理设施升级改造;

5.开展高效治理设施评估;

6.强化园区和集群整治提升;

7.加快推进“绿岛”项目建设。

四强化生活源VOCs治理:

1.深入推进餐饮油烟和异味污染治理;

2.强化汽修行业治理;

3.加强加油站日常管理;

4.政策支持。具体时间节点4月底前,完成100家企业原辅材料替代或部分替代工作;

6月底前,完成石炼化、高庄油库8个储罐浮盘密封改造工作;

3月底前,3062家使用活性炭吸附治理设施的企业,完成一轮活性炭、过滤棉更换;

6月底前,完成一轮活性炭碘值检测,不满足使用要求的全部完成更换;对2024年VOCs走航检测发现问题较多的正定县家具制造、晋州市和无极限化工行业,4月底前,完成企业无组织排放整改工作;对116家使用低温等离子、光氧化/催化及其组合治理设施等低效治理设施企业(异味治理、含有废气治理等除外)逐一开展现场核查,3月底前,更换为两级活性炭吸附等适宜治理设施;5月底前,对全市加油站、储油库装卸油作业开展无组织、呼吸器及油气回收设施排放抽查检查工作,确保油气回收装置正常使用。

其中,还明确今年将对322套RCO设施开展运行评估,重点关注脱附运行记录、活性炭碘值、催化剂质量、运行参数等关键数据,充分发挥设施治理效果。
