近日，石家庄市生态环境局印发《石家庄市2025年挥发性有机物治理工作实施方案》（以下简称《方案》）。该《方案》旨在通过构建从源头减排、过程管控到末端治理的全流程控制体系，进一步减少挥发性有机物（VOCs）排放总量，推动大气环境质量持续改善。
《方案》包含4项18条措施：一强化源头减排：
1.大力推进源头替代；
2.树立低VOCs原辅材料替代标杆；
3.加快内浮顶储罐改造。
二强化企业日常管理：
1.严格活性炭使用管理；
2.严把活性炭质量；
3.加强泄漏检测与修复（LDAR）专项整治；
4.强化重点企业问题整改。
三强化末端治理提升：
1.加快低效治理设施淘汰；
2.强化VOCs在线监测管理；
3.开展VOCs在线设备监督检查；
4.加快重点行业治理设施升级改造；
5.开展高效治理设施评估；
6.强化园区和集群整治提升；
7.加快推进“绿岛”项目建设。
四强化生活源VOCs治理：
1.深入推进餐饮油烟和异味污染治理；
2.强化汽修行业治理；
3.加强加油站日常管理；
4.政策支持。具体时间节点4月底前，完成100家企业原辅材料替代或部分替代工作；
6月底前，完成石炼化、高庄油库8个储罐浮盘密封改造工作；
3月底前，3062家使用活性炭吸附治理设施的企业，完成一轮活性炭、过滤棉更换；
6月底前，完成一轮活性炭碘值检测，不满足使用要求的全部完成更换；对2024年VOCs走航检测发现问题较多的正定县家具制造、晋州市和无极限化工行业，4月底前，完成企业无组织排放整改工作；对116家使用低温等离子、光氧化/催化及其组合治理设施等低效治理设施企业（异味治理、含有废气治理等除外）逐一开展现场核查，3月底前，更换为两级活性炭吸附等适宜治理设施；5月底前，对全市加油站、储油库装卸油作业开展无组织、呼吸器及油气回收设施排放抽查检查工作，确保油气回收装置正常使用。
其中，还明确今年将对322套RCO设施开展运行评估，重点关注脱附运行记录、活性炭碘值、催化剂质量、运行参数等关键数据，充分发挥设施治理效果。
