罚款60000元！二级活性炭治理设施风机未开启

近日，石家庄市生态环境局公布对河北晶润节能科技有限公司的行政处罚决定书（石环罚决【2025】新乐-20号）。该公司因未按照规定开启污染防治设施等行为，最终被处罚款人民币60000元。
石家庄市生态环境局于2025年3月7日对该公司进行调查时，发现该公司在生产中空玻璃，涂胶、封胶工序过程中，产生的污染物VOC，二级活性炭治理设施风机未开启。
该公司上述行为违反了《中华人民共和国大气污染防治法》第四十五条的规定，含挥发性有机物废气的生产和服务活动，未按照规定安装、使用污染治理设施，或者未采取减少废气排放措施的的规定。
现依据《中华人民共和国大气污染防治法》第一百零八条第一项的规定，含挥发性有机物废气的生产和服务活动，未按照规定安装、使用污染治理设施，或者未采取减少废气排放措施的企业，由县级以上人民政府生态环境主管部门责令立即改正，处二万元以上二十万元以下的罚款”的规定，参照《河北省生态环境行政处罚裁量权基准》中河北省生态环境行政处罚裁量规则(大气类)序号40号；1.对环境影响程度：已在密闭空间或者设备中进行，但未按照规定安装、使用污染防治设施的(百分值21%-30%)，取25%;2、违法频次：一年内违法次数：首次实施违法行为5%；3、配合调查取证情况：配合检查，取0%；4、整改情况：全面整改并停止违法行为，取0%；5、对社会影响或生态破坏程度：未造成社会影响与生态破坏的，取0%。以上百分值共取30%。6、违法行为法定罚款限额：处二万以上二十万元以下的罚款，20万x30%=6万的罚款。
综合考虑上述情节，责令该公司改正上述违法行为，并对该公司作出罚款陆万元整的行政处罚。
