废气超标排放！西樵某企业被罚13万元

近日，西樵某家具企业因未有效落实换水换炭工作导致废气超标排放被罚13万元。
据介绍，西樵镇环监所根据市民重复投诉线索，对照企业每月在广东省固废平台和佛山市无废城市两个平台填报的换水换炭量，对镇内某家具企业开展检查。
现场发现该企业正常生产，废气治理设施有开启，但检查其炭箱时发现部分活性炭存在失效的情况，喷淋水较浑浊，存在超标排放大气污染物的可能，执法人员现场委托第三方公司对其废气排放口进行监督性监测。
根据检测结果，确认该企业存在超过大气污染物排放标准排放大气污染物的违法行为，违反了《中华人民共和国大气污染防治法》第十八条“企业事业单位和其他生产经营者建设对大气环境有影响的项目，应当依法进行环境影响评价、公开环境影响评价文件；向大气排放污染物的，应当符合大气污染物排放标准，遵守重点大气污染物排放总量控制要求。”的规定。
对此，执法人员一方面依法对其进行立案处罚，另一方面也做好相关告知及指引，帮扶企业做好整改工作。该公司根据《环保主动公开道歉承诺申请指引》做好整改并提出从轻处罚申请。执法人员对其整改情况进行核实后，由西樵镇人民政府依法向该公司作出处罚款人民币13万元的决定。
下阶段，市区镇三级生态环境部门将持续随机抽查辖区内涉挥发性有机物排放企业（VOCs企业）换水换炭工作，对未有效落实换水换炭工作要求企业进行帮扶执法。
