沈阳市辽中生态环境分局：搭好上下游企业“连心桥” 以“精准对接”促合作共赢

在全面振兴决胜之战的关键时期，辽中生态环境分局充分发挥桥梁纽带的作用，积极搭建合作平台，精准对接资源，组织沈阳中化化成环保科技有限公司与辖区内活性炭使用企业面对面沟通，促成合作。
查漏补缺：全域排查完善清单
辽中生态环境分局针对活性炭使用企业信息开展了逐家核实，并结合辖区实际，举一反三全面梳理，完善了涉嫌未按要求处置废活性炭或者未更换活性炭的企业清单。结合管理与执法的职能，以点带线，聚线成面，迅速建立活性炭设施闭环管理机制实现活性炭管理工作辐射覆盖。
助企纾困：“元管理”充分联动
分局聚焦企业发展的实际需求，宣贯大气环境与工业固废管理要求，结合日常管理工作，与沈阳中化化成环保科技有限公司及各使用单位对接，深入了解双方需求与合作意向。组织召开座谈会，会上由中化化成方代表为大家宣讲活性炭更、转运过程中的环境管理要求。会议圆满结束后，部分活性炭使用企业当场敲定，有意向与中化化成签订合同，每季度由中化化成“服务到家”，做好转运处置工作。
此次会议不仅有效的弥补了企业未按时更换转运活性炭的漏洞，也促进了本地区企业的合作交流，不仅为企业发展“解渴”，也为产业升级“输血”，现已有21家企业与中化化成完成合同签订。辽中生态环境分局将继续努力，堵塞漏洞，实现减排，用0.1微克的削减努力，达到创历史最好的目标。
