数字化全流程追溯，长春净月区活性炭智慧管理系统上线

“上线活性炭‘码’上换智慧管理系统，就是为了进一步规范挥发性有机物（VOCs）治理设施运行，破解活性炭更换不及时、记录不规范等难题。”吉林省长春市生态环境局净月区分局（以下简称净月区分局）负责人表示，近日，净月区分局通过“一设施一码”清单化管理，实现活性炭全生命周期数字化监管。
“一设施一码”全流程追溯，企业换炭管理更便捷，净月区分局为相关企业活性炭设施生成专属二维码，企业通过扫描二维码即可完成换炭记录、照片上传等操作。
净月区某汽修企业负责人对系统的操作使用非常满意：“以前换炭记录容易丢失，且数据追溯困难，现在扫码就能上传换炭信息，系统还会提醒更换，再也不用担心超期使用。”
系统将智能提醒与非现场执法相结合，监管效能大幅提升。净月区分局执法人员充分利用活性炭“码”上换系统的核心优势“智能提醒”，即系统根据企业填报的换炭周期，通过手机短信提前推送预警信息，若企业未及时更换，系统将自动推送异常信息至执法部门，通过智能提醒，执法人员可远程核查企业换炭数据，通过非现场执法实现精准靶向监管，大大提升管理效能。
下一步，净月区分局将继续严格落实大气污染防治工作要求，通过智慧化手段推动企业落实环保主体责任，持续强化涉气企业管理，加大助企帮扶力度，推进各项重点工作任务落实，全面推动全区大气环境质量改善。
